Thirty-nine million Americans lack health
insurance. This number has grown by about 8 million over the last decade.
Among private-sector firms with fewer than 100 employees, health benefits
were offered at just 49% of work sites in 2000, compared with 98% among
larger firms.

In October 2000, PWBA initiated the project, during which 1,267 investigations were conducted of group health plans and their compliance with the new health care laws in Part 7 of Title 1 of ERISA. The new health laws are the Health Insurance Portability and Accountability Act of 1996 (HIPAA), the Mental Health Parity Act of 1996 (MHPA), the Newborns' and Mothers' Health Protection Act of 1996 and the Women's Health and Cancer Rights Act of 1998. Each law provides new Federal protections to individuals in employment-based group health plans.
